Job Summary

We're seeking an experienced and skilled Analyst, Procurement to join our Procurement Operations Department. As a strategic partner in our organization, you will play a critical role in supporting the administration of procurement business functions, including budgets, budget transfers, end-of-fiscal-year financial procedures, and procurement card management. Your expertise in procurement, contract management, and data analysis will help drive savings opportunities, improve processes, and ensure compliance with internal policies and external regulations.

Key Responsibilities

  • Collaborate with buyers to identify savings opportunities, analyze contracts, and evaluate supplier performance.
  • Develop and distribute Request for Proposals/Request for Quotes, collect bids, and evaluate proposals/quotes based on quality, cost, and other criteria.
  • Conduct statistical and financial vendor and commodity analysis, including contract comparisons and price analysis.
  • Monitor end-user purchasing behavior to ensure compliance with established HCC purchasing policies.
  • Work with selected suppliers to develop mutually acceptable contractual agreements.
  • Ensure that all procurement activities comply with internal policies and external regulations.
  • Handle basic issues and problems, and refer more complex issues to higher-level staff.
  • Effectively collect, analyze, synthesize, and present information to multiple constituencies.
  • Assist with internal/external audit functions by providing feedback, data, or information during audit reviews.
  • Obtain, manage, and report data within various software systems, including PeopleSoft, Jaggaer, Concur, B2Gnow, and MS suite.

Essential Qualifications

Education:

  • Bachelor's degree in Business or a related field required.
  • 8 years of directly-related experience may be substituted in lieu of the required degree.
  • 4 years of directly-related experience required.

Experience:

  • Experience with PeopleSoft ERP (workflow administrator, requisition creation, end-of-year processes, etc.).
  • Experience in budget management.
  • Experience with Quality Assurance and continuous improvement ideals.
  • Some understanding of contract, procurement, and supplier acquisition processes within a public sector entity.
  • Some vendor life-cycle management experience and process implementation.
  • Some knowledge of diversity/small business programs and ability to interact with all manner of suppliers.

Skills and Competencies:

  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Strong attention to detail and organizational skills.
  • Proficiency in MS Office Programs, Information Management Systems, Data Visualization, e-Commerce Software, and Statistical and Financial Analysis Principles.

Preferred Qualifications

  • Experience in higher education, supply chain, contract spend analysis, and supplier diversity.
  • Valid Texas Driver License.
