POSITION SUMMARY:Please apply online using a laptop or desktop computer.This position is responsible for contract management of standard and non-standard agreements. This includes preparation of RFPs/RFAs/RFQs leading to proposals for evaluation and negotiation, purchase order and contract compliance with internal policies and procedures and applicable government regulations, and project management. This position also provides proposal preparation support in responding to RFPs/RFAs/RFQs, as well as contract management support of NMDP prime awards (government and non-government). This position will also lead special projects that may be assigned from time to time. This is a remote position (US). #LI-RemoteCheck out our video Saving Lives: It’s the Best Job EverACCOUNTABILITIES:Establishes and maintains effective communication across all levels with both internal and external parties. Interprets and communicates contract requirements to management and key internal stakeholders in accordance with all legal and regulatory requirements.Handles all aspects of contract administration including both procurement contracting and Prime Awards (government and non-government); prepares, writes, and presents proposals/business strategies for proposals and related contracts, agreements, subcontracts, and/or grants. Reviews, negotiates, develops, writes, and implements terms and conditions regarding solicitations (RFPs/RFAs/RFQs, etc.); advises key stakeholders about the legal and regulatory environment; identifies special arrangements, provisions, or legal/business requirements of the solicitation; defines and establishes agreements with subcontractors; and develops terms, conditions, and exceptions to be incorporated into proposals.Oversees or conducts negotiation for proposals and contracts, documenting discussions, using sound judgment, and seeking the appropriate management approval for the acceptance of legal, financial, and operational terms and conditions. Brings contracts to closure by creating acceptable solutions and mitigating NMDP risk.Ensures supplier selection and management processes and principles are effectively applied to assure decisions are based on total value and not just price.Safeguards the NMDP’s intellectual property (IP) assets by using appropriate patent, trademarks, trade secret, and technical data/software agreements and provisions.Develop, implement, or modify Standard Operating Procedures (SOP) for contract management and administration in compliance with company policy. As appropriate, contribute to or influence company policy.Provides oversight to ensure that the EEO, FAR, OMB and related Federal requirements are ”flowed down” and incorporated, as required, into individual subcontracts/sub agreements/purchase orders.Maintains contractual records and documentation and monitors compliance of established contract with internal stakeholders with established procedures. Responsible for the input and accuracy of procurement and contracting documents in an electronic database.Conducts business with integrity, upholding high ethical standards in full accordance with contract requirements.As needed, provides guidance on contract matters to internal stakeholders including training in contracting practices and procedures.This role may focus on one or more of the following areas: procurement, contract support and prime contract/grant management.Other duties as assigned.REQUIRED QUALIFICATIONS:Knowledge of:Knowledge of and compliance with Federal Acquisition Regulations and/or OMB circulars, as well as government laws and regulations regarding bidding and formation of contracts, grants, and cooperative agreements; principles of business, contract, and intellectual property/licensing law; accounting and finance; and negotiation techniques.Ability to:Excellent oral and written communication; decision-making, analysis, principled negotiation, project management and customer service skills.Strong interpersonal and leade ship skills and the ability to partner and develop strong relationships with key stakeholders across the organization.Strong analytical and critical thinking skills.Requires minimal supervision.Out-of-state travel 10% of the time or less.Education and/or Experience:Bachelor’s Degree in Contracts Administration, Finance, Accounting, Non-profit Management, Business Law, or related field.Professional certification in a related field preferred. In addition to the minimum experience stated below, additional experience may be substituted for the degree requirement.Five plus years’ experience in contract administration, purchasing or vendor management, with at least three years’ experience preferred in contracting with Federal Government contracts or subcontracts management, grants management or other institutions including pharmaceutical, healthcare, or other related industry.
