Nature of Work This position serves as the Lead Budget Analyst role within the Office of Shared Administration. It involves advanced technical and mathematical work related to the preparation, maintenance, and coordination of statewide budgets for the WV Department of Health, WV Department of Health Facilities, WV Department of Human Services, and the Office of Shared Administration (OSA). Key responsibilities include assisting in the preparation and review of agency expenditure schedules, appropriation requests, budget narratives, and management level reporting for numerous state programs. This position requires advanced skills in Excel, worksheet computation, accounting principles, state-level policies and procedures for agency funding operations and interpretation of the WV Code and Budget Bill. As a lead budget analyst, this position also assists in the daily monitoring of all department and agency funds and budget allocations, and provides training and advice to spending unit fiscal staff. Serving as the lead analyst within a unit responsible for managing budgets in the billions of dollars, this role is critical given the complex nature of the OSA budget, which funds a multitude of statewide programs administered through various bureaus, boards, and commissions. The position also provides department-wide administrative and financial support functions ensuring compliance with federal, state, and professional rules, regulations, and standards. Minimum Qualifications Training: Bachelor's degree from an accredited college or university with a major in business administration, public administration, accounting, statistics, economics, finance, public policy analysis or related area. OR Substitution: Additional experience as described below may substitute for the required training at the rate of one (1) year experience for every thirty (30) semester hours of required training. AND Experience: Four (4) years of full-time or equivalent part-time paid experience in budget preparation, financial allocation or financial analysis. Four years of full-time or equivalent part-time paid experience in non-governmental budget preparation, monitoring and/or review may substitute for the required experience.
