Civil Engineer/Construction Manager
About the position
The Civil Engineer/Construction Manager will serve as a quality assurance specialist supporting the US Army Corps of Engineers during the construction phases of airfield runway projects at Ellsworth AFB, Rapid City, South Dakota. The role involves both part-time design review and full-time on-site construction oversight, ensuring compliance with specifications and contract documents throughout the project lifecycle.
Responsibilities
• Independently perform tasks to ensure adherence to specifications, drawings, and contract documents on assigned airfield runway projects.
• Resolve technical issues affecting assigned projects in collaboration with supervisors.
• Attend coordination meetings with Project Managers, customers, and contractors to address problems, safety concerns, or potential delays.
• Review Government contract plans and specifications to understand construction requirements and design criteria.
• Review contractor-submitted plans and technical submittals for contract compliance.
• Support Quality Assurance Representatives (QARs) assigned to airfield projects.
• Identify proper and improper materials, methods, and testing associated with airfield construction and take action on non-compliance.
• Provide solutions and problem-solving skills during construction issues.
• Request QA testing and inspections as needed.
• Document findings and observations as required by the Resident Engineer.
• Review and enforce contract safety requirements with team members on-site.
Requirements
• 3-5 years of pavement experience (airfield paving preferred)
• Bachelor's Degree in Engineering, Construction Management, or applicable field
• Familiarity with Microsoft Suite and construction management software
• Familiarity with ACI or military specifications regarding airfield concrete design and construction
• Valid Driver's License
• Strong ethical standards and integrity in work practices
Nice-to-haves
• Completion of USACE's Construction Quality Management Course
• Experience using USACE Safety Manual EM385 1-1
