PURPOSE OF THE ROLE
To lead the Awards Management function of IYF’s headquarters, supporting a global team of project leads to deliver results and achieve impact. This position oversees and directly supports a portfolio of funder agreements across IYF’s geographic footprint, ensuring compliance with donor requirements and with IYF’s standards for resource stewardship. The Director also drives the continuous improvement of IYF’s Awards Management processes and capacities, collaborating closely with business development, marketing and communications, finance and administration, and programming teams worldwide to ensure IYF’s projects reflect high standards of management quality, integrity, and performance.
ESSENTIAL FUNCTIONS
Note: The portfolio assigned to this position will be determined based on institutional need, funding availability, and specific knowledge or skills required for particular awards. Levels of effort, degrees of responsibility, and specific tasks within these core functions may also adjust for each project in the position’s portfolio, depending on award complexity and project team staffing structure.
• Functional Leadership: Ensure IYF’s systems, processes, tools and capacities related to project management reflect industry best practices and support the organization’s successful management of awards from bilateral and multilateral donor agencies, foundations, and local and multi-national corporations. Serves as signatory for IYF subawards and contracts.
• Program Leadership: Work closely with project staff, Country Office leadership, and donor representatives to manage award agreements for assigned projects, and to achieve outputs and outcomes in accordance with donor expectations and regulations.
• Awards Management: Lead or support the development and monitoring of project work plans, award budgets and budget realignments, partner agreements and subawards, grants and contracts, and associated compliance and risk matrices, ensuring timely deliverables within project scope and budget. May be assigned budget management responsibility for select projects.
• Compliance: Ensure project adherence to donor rules and regulations, as well as to IYF internal policies/procedures governing project and award management. Build staff knowledge and capacities to understand and comply with applicable donor requirements and award terms and conditions.
• Reporting: Responsible for review and submission of programmatic reports (e.g., quarterly, annual, final), which are typically drafted by project leads, to donors, partners, and other stakeholders. Coordinate closely with program team to ensure accuracy and coherence between programmatic and financial reports, and with Corporate & Foundation Relations team to ensure alignment with broader institutional relationships.
• Knowledge Management: Promote and facilitate sharing of good practices and learning within and between project teams regarding programming and project management discipline. Ensure project information, data, and relevant contacts are maintained in STORM and other IYF knowledge platforms that aggregate organizational performance and impact.
• Business Development: Participate in BD proposal cycle to help IYF position for new opportunities. Specific roles may include scoping, proposal management, project design, proposal writing, and partner cultivation/management.
• Communications: Represent IYF by attending or presenting at external events as requested. Deliver program presentations to internal and external stakeholders. Communicate effectively and collaboratively with donors, partners, relevant government authorities, and other stakeholders. Support project teams to generate content from program results, lessons, and innovations for marketing through IYF’s website, social media platforms and print collateral.
• Supervision: Directly supervise Award Management Officer, serving all IYF geographic regions and thematic areas. Responsible for staff mentoring, performance management and professional development.
• Strategy: Support execution of IYF’s agency strategic plan by leading or co-leading cross-organization working groups or committees as appropriate.

Requirements:
REQUIRED SKILLS/EXPERIENCE
• Excellent program management, budget and workplan management, partnership management and donor engagement skills.
• Exceptional leadership, management and supervisory, analytical, and representational skills with the ability to build teams and work across a matrixed organization.
• Capacity to work successfully within a variety of cross-cultural settings and make sound judgments in a fast-paced environment.
• Ability to research and interpret donor and award requirements, inform and advise senior leadership, negotiate and collaborate with donor and partner officials, and assess and mitigate compliance risks for successful project delivery.
• Strong Knowledge Management and Learning aptitude to strengthen internal systems, processes, and staff capacities for effective project management and optimal return on investment. Experience delivering training or informal peer-to-peer skills transfer is highly desirable.
• Excellent oral and written communications skills in English required. Professional proficiency in at least one other language (Spanish, French, Portuguese or Arabic) highly desirable.
• Ability to travel domestically and internationally as needed.
• Excellent computer skills, including use of MS Office suite (Word, Excel, Outlook and PowerPoint), and experience using online management information systems (e.g. Salesforce) and/or collaboration platforms (e.g. SharePoint) is an added benefit.
• Bachelor’s Degree in a field relevant to IYF’s mission and programs (Social Science, Economics, International Relations, Public Policy). Advanced degrees strongly preferred.
• Excellent cross-cultural communication skills.
• At least six years of experience developing, implementing, and managing multi-faceted, donor-funded projects. Knowledge of and experience with programs that support youth employment and social services (e.g. education) highly desirable.
• Demonstrated knowledge of and experience managing compliance with the award rules and regulations of bilateral Overseas Development Assistance funders required. Similar award management experience with other major institutional donors desired.
• Solid understanding and knowledge of the youth sector and issues affecting young people – including relevant performance measurement standards. Deep personal commitment to social and economic development that recognizes youth as critical actors and beneficiaries.
