Overview
RLD Sustain Holdings Corporation is building a 100% vertically-integrated, zero-emissions national business eco-system. As part of our industrial, manufacturing, and utility-scale development platform, we are seeking a highly experienced Regulatory & Energy Counsel licensed in Illinois to serve as an independent Contract Consultant.
This attorney will oversee the legal, regulatory, and interconnection processes associated with large-scale energy infrastructure, including substations, utility access, industrial zoning, and state/federal compliance. This role is critical to our energy development strategy and foundational to our multi-state Zero Emissions buildout.

Compensation Structure
Total Annual Contract Compensation: $475,000.00
• Paid on a success-based, milestone-based structure
• No hourly billing, no retainers, and no interim pre-launch payments
• Sole-proprietor consultant (not a W-2 employee)
Responsibilities
Energy Regulatory, Utility, and Interconnection Work
• Lead all legal work related to electrical interconnection feasibility, including a 70-MW substation buildout and utility infrastructure validation
• Navigate federal, state, and municipal energy regulatory frameworks, including interconnection standards, utility tariffs, and easement requirements
• Oversee utility easement mapping, access rights, and compliance with utility policies and state law
• Coordinate directly with municipal and county jurisdictions on industrial-zoning compliance, conditional use, and energy-infrastructure approvals
• Interpret utility engineering reports, capacity assessments, substation plans, and grid-impact studies
Regulatory Compliance & Governance
• Advise on compliance with federal and state public-utility requirements (PPA rules, interconnection queues, FERC-related issues, and state energy statutes)
• Manage documentation for compliance filings, stakeholder coordination, and regulatory submissions
• Develop risk-mitigation strategies tied to energy-infrastructure permitting and regulatory pathways
Anticipated Future Tasks
• Long-term legal support for energy-project development, including internal energy production, distribution, and storage systems
• Representation in public-utility commission matters such as rate structures, interconnection disputes, and regulatory approvals
• Management of federal and state compliance frameworks for energy operations
• Oversight of grid-interconnection agreements, utility MOUs, regulatory negotiations, and system-impact approvals
Minimum Qualifications
• Active Illinois Bar license in good standing
• 5+ years of experience in energy regulation, utility law, infrastructure permitting, or grid-interconnection matters
• Demonstrated experience navigating public-utility commission processes, utility regulatory filings, or interconnection standards
• Ability to interpret engineering, utility, and regulatory documents
• Experience coordinating with utility companies, municipalities, engineers, and regulatory bodies
Preferred Qualifications
• Background with substation development, utility-scale energy projects, or renewable-energy infrastructure
• Prior work with interconnection queues, system-impact studies, or regulatory approval pathways
• Familiarity with industrial-zoning requirements and state energy compliance regimes
• Proven ability to prepare legal summaries for executive teams, lenders, and regulatory agencies
Work Environment
• Fully remote within the United States
• Governing law and venue: Illinois
• Occasional, pre-approved travel for agency meetings, utility coordination, or site-related regulatory work
