Curriculum Developer - Site Lead C² seeks a Curriculum Developer with Instructional Systems Design (ISD) and eLearning experience. Summary: The Curriculum Developer is responsible for designing, developing, enhancing, and implementing curriculum and eLearning solutions in support of agency training requirements. This role develops courseware for placement on a Department of Justice learning management system and ensures compliance with applicable Section 508 requirements of the Rehabilitation Act of 1973, as amended, and related technical accessibility standards. This position supports the creation of a wide range of deliverables, including marketing materials, written correspondence, web-based notices, program analysis, procedures and standards documents, standard operating procedures, project management plans, risk assessments, recommendations, periodic status reports, spreadsheets, survey results analyses, organizational charts, staffing models, curriculum documents, training sequence documents, user guides, presentations, training manuals, practical exercises, evaluations, and agendas. The Curriculum Developer works independently and collaboratively with agency subject matter experts and program managers to translate ideas, concepts, and requirements into effective, user-friendly, instructionally sound eLearning and training materials. This role also supports quality control, process standardization, LMS implementation, SCORM packaging, and the development of testing and evaluation materials. Responsibilities: • Design, enhance, and implement curriculum development processes within the agency’s Distance Learning Branch. • Develop training materials using ISD methodology to ensure agency training requirements are translated into appropriate instructional objectives. • Apply the ADDIE-R framework, including Analysis, Design, Development, Implementation, Evaluation, and Review, to curriculum development efforts from start to finish. • Work independently and in collaboration with agency subject matter experts to translate ideas and concepts into eLearning products while maintaining quality and consistency. • Develop instructional performance documents and other supporting materials for curriculum development efforts. • Support individual learning needs through eLearning technologies, web-based content, and interactive collaborative learning environments delivered through a learning management system. • Manage the flow and administration of the eLearning production process and perform quality control procedures. • Translate concepts from agency program managers into eLearning products and assist in developing standard operating procedures for future eLearning production. • Edit, configure, package, and move completed eLearning products into the agency’s learning management system. • Develop electronic training materials compatible with a learning management system. • Establish consistency in curriculum through standardized processes and design procedures. • Interpret and troubleshoot technical document issues affecting product quality. • Use previously developed data and curriculum, including government-furnished materials, whenever applicable to meet agency requirements. • Develop training products that support operational and administrative personnel performance requirements. • Produce training materials that support the knowledge, skills, attitudes, and other performance requirements needed for mission accomplishment. • Provide data and analysis needed to verify training system effectiveness, including survey results and research on technologies and curriculum relevant to emerging training needs. • Develop instructor and learner materials, including workbooks, lesson guides, testing materials, examinations, evaluations, and on-the-job training manuals. • Provide media packets and electronic media to support draft and final versions of training materials. • Digitally duplicate data using production services and equipment provided by the agency. • Meet curriculum development production guidelines and timelines. • Develop testing materials, evaluations, and examinations using pass/fail methods and sound testing methodology. • Create two separate testing packets for each course, such as Form A and Form B, for remediation purposes. • Develop pre-tests, post-tests, and diagnostic pretests to identify learner weaknesses, determine prior knowledge and skills, and support test-out options when appropriate. • Develop eLearning delivered through computer-based training and web-based training modules across a variety of learning environments. • Develop modules with bookmarking capability, rapid exit functionality, knowledge checks or post-tests, and the ability to review selected lesson content after completion of required material. • Develop SCORM-compliant modules, courses, and lessons that support reusability and interoperability and meet applicable conformance testing requirements. • Manage the movement of content into the learning management system in SCORM format. • Ensure metadata documentation is provided for each Sharable Content Object and each course, as required. • Develop instructional SCOs that present content in a logical, instructionally sound manner consistent with ISD methodology and the ADDIE model. • Develop modules that report learner completion status and bookmarking data to the learning management system. • Collaborate with the agency to identify applicable Section 508 standards for eLearning modules and ensure all related technical standards, functional performance criteria, documentation, and support meet those requirements. • Develop courses that use graphics, photos, audio narration, video, and animation to enhance learning and clearly communicate lesson objectives. • Create eLearning modules and lessons with user-friendly interfaces, consistent lesson structure, and meaningful instructional blocks aligned with ISD methodology. Requirements: Education • Bachelor’s degree or higher that included or was supplemented by at least 24 semester hours appropriate to the work of the position. Coursework must have included study in at least four of the following five areas: • Learning theory, psychology of learning, or educational psychology • Instructional design practices • Educational evaluation • Instructional product development • Computers in education and training • Five or more years of specialized experience in the design and development of curriculum content, training materials, training modules, and teaching aids, including stand-up classroom presentation support materials. • Demonstrated experience in Instructional Systems Design and eLearning development. • Experience with Captivate, Adobe Presenter, and Java. • Recent experience using Microsoft Teams, WebEx, and Adobe Connect to deliver training. Preferred Qualifications: • Experience developing courseware for government learning management systems. • Experience supporting Section 508 compliance and accessibility standards in eLearning environments. • Experience developing SCORM-compliant training products and supporting LMS implementation. • Experience creating procedures, standards documents, and operational guidance for training programs. • Experience developing testing, evaluation, and remediation materials in structured training environments.
