Job description: Our ICF Disaster Management team is immediately seeking a Grant Manager to join our growing team!The position is located in the Los Angeles Region.ICF's Disaster Management division seeks a Grant Manager who will support clients in developing grant funding strategies and lead federally- and state-funded grant projects, specifically in the critical infrastructure sector. The Specialist will work with ICF staff and our clients to deliver grant and program management support across opportunities funded by federal and state agencies. The successful candidate will be charged with the flawless execution of programs, anticipating and meeting clients’ needs, and strategically positioning the company’s resources and expertise to grow the business.The ideal candidate will be a proven expert with a track record of working with FEMA at either a state or local level. They will also have prior experience of executing FEMA PA projects at either the state or local level and a clear understanding of what a fully delivered project looks like. The candidate will have shown strong experience in ensuring that programs are positioned to optimize grant resource allocations, build strong solutions to impacted areas, and provide strong risk management. - Delivers comprehensive disaster recovery and grant monitoring services, covering FEMA, 404 and 406 Hazard Mitigation, CDBG-DR State Match and Alternate, Improved, and Section 428 Public Assistance Alternative Procedure projects.
- Supports the design and implementation of disaster recovery programs and pre-disaster risk mitigation measures.
- Offers training, programmatic or technical assistance in housing, economic development, FEMA PA and/or community development.
- Manage and lead a team for project budgets.
- Hold and facilitate meetings with subrecipients to ensure proper management and allocation and disbursement of all available funding.
- Review all contracts and contract amendments to verify adherence to funding guidelines.
- Maintain and uphold all reporting timelines.
- Monitor and review all project schedules providing any updates as requested.
- Perform QA/QC on all deliverables as processed.
- Request and apply for any time extension needed.
- Maintain and monitor all compliance with federal regulations and subrecipient agreements through reviews, site visits, and audits if needed.
- Review and record all invoices identifying and tagging any for federal reimbursement.
- Facilitate the closeout process of any projects meeting or exceeding federal funding.
- High School Diploma
- 3+ years of experience in disaster recovery, accounting, insurance, and/or operations.
- 3+ years of proven experience in disaster recovery, grant monitoring and/or accounting principles with implementation at the federal, state, and/or local levels of government with emphasis on the FEMA PA program.
- Must live in the Los Angeles, California area.
- Bachelors Degree
- Proficiency in Microsoft Office Suite
