About the position Responsibilities • Serve as a data scientist for records, information, and data management. • Provide administrative and technical oversight. • Analyze current and future programmatic trends, changes, and relationships, and recommend actions. • Develop pilots and prototypes to address mission data needs. • Serve as a Contracting Officer's Representative (COR). • Spend less than 25% of work time on contracts, grants/cooperative agreements, and/or interagency agreements. Requirements • Bachelor's or higher degree in mathematics, statistics, computer science, data science, or a related field. • 1 year of full-time specialized experience equivalent to at least the GS-11 level, including designing, developing, and maintaining databases. • Experience using information systems and software applications to analyze and manage data sets. • Skill in applying analytical and evaluative techniques to identify, analyze, and resolve problems. • Knowledge of contract administration and post-award procedures. • Knowledge of data analytics and visualization tools. • Knowledge of machine learning, predictive analysis, prescriptive analysis, and optimization. • Skill in technical and analytical writing. • Knowledge of standards and requirements for competition to prepare statements of work and justifications. • Ability to administer post-award procedures and advise Contractor Officer on performance. • Skill in oral communication.
