The Washington State Office of Superintendent of Public Instruction (OSPI) seeks an IT Application Developer, Journey to join the OSPI team. This full-time position is based in Olympia, Washington This position may be eligible for a partial telework schedule. Telework is a combination of in-building and off-site days. Position Overview
This position will support the maintenance, operations and new development of multiple OSPI technical applications and processes. As a member of the Information Technology Services Division of OSPI, this position will provide advanced level development and technical analysis services in support of the collection, reporting, and quality of educational data and processes.
This position is required to perform advanced level software development, troubleshooting, data and systems analysis, technical design, software testing, and documentation to ensure that technology solutions are cohesive, align with the organization’s technology standards, strategic IT roadmaps, and meet the customer needs and the agency’s goals. This position will work independently and within a structured application development environment. Primary technologies used in this position are MS SQL Server, C#, and ASP.NET.
As a key position within the Application Development team, this position is expected to mentor and train lower level technical staff as well as give and take constructive feedback on the best practices, standards, and processes used.
Key Responsibilities
Application Development / Maintenance
• Maintains and enhances existing high-risk and high-impact custom applications, systems and technical processes.
• Plans for and develops advanced and complex application code, ensuring that software quality measures comply with industry standards, accepted best practices and agency technical policy.
• Designs, implements, and documents software applications to support complex workflows and processes.
• Develops and executes detailed unit tests and other software testing methodologies to ensure that functional requirements are met.
• Troubleshoots and investigates complex system defects, configuration issues and interoperability flaws.
• Architect and specify application structures and perform system tuning within the technology stack of this agency.
• Designs and implements advanced database objects to support application workflows and the storage and security of data.
System Administration
• Plans, analyzes and develops software requirements for application development.
• Analyzes new technology for feasibility of inclusion in existing and new applications.
• Assist in managing multiple OSPI custom applications.
• Works closely with other development teams to administer technology and processes.
Mentor, support and train agency technology staff.
• Trains, mentors and supports other agency technical staff of all levels in the appropriate and proper use of technology and work processes, standards, guidelines, and best practices.
• Provides customer services to Agency staff, peers and partners.
• Communicates effectively, both orally and in writing to customers, partners, stakeholders and peers.
Required Qualifications
Four (4) years professional experience or a combination of experience and a postsecondary degree in computer programming or closely aligned field are required as follows:
• 4 years professional experience OR
• Bachelors + 2 years professional experience OR
• Associates + 3 years professional experience
Professional experience must include performing professional technical services, progressing in skill, problem solving, decision making, impact and qualifications over time. These professional technical services must have been using .NET technologies, source code management, system development lifecycle, programming standards, application development technologies and SQL technologies in complex application environments.
No less than two (2) years’ experience in the following areas: C# version 4+; T-SQL; ASP.Net Webforms; ASP.Net MVC; Windows Services; Web Services; Writing and executing Unit Tests
Senior level professional experience in object-oriented principles and methodologies, with a focus on maintainability and re-use of common code.
No less than two (2) years’ experience managing common functions and tools utilized by a suite of applications supported by a team of developers.
Ability to communicate effectively (both orally and in writing) to team members, and with various customers and stakeholders.
Desirable Qualifications
• Experience using the following tools: Visual Studio and ReSharper; SQL Server Management Studio (SSMS) and SQL Prompt; Team Foundation Server (TFS) source control, work items, and builds; Git; Azure DevOps; SharePoint
• Professional experience in some or all of the following technologies: .Net Core; CSS; Microsoft SQL Server Reporting Services (SSRS) or other reporting processes; Microsoft SQL Server Integration Services (SSIS) or other ETL processes; Internet Information Services (IIS); Software Testing Methodologies; Debugging, tracing, and otherwise troubleshooting existing code bases
• Professional experience in some or all of the following business processes: Requirements gathering, documenting, and reading; Lean principles and continuous process improvement; Data Warehousing; Project Management
• Experience working within an Educational Agency at the State or Local level.

Compensation
The annual compensation for the position is $71,700-$94,068 per year and will depend upon experience, educational background, and qualifications. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program.
