Project Manager: Court Technologies
As a Project Manager and Criminal Justice Systems Subject Matter Expert within MCP’s Justice Management and Technology Services market segment, you will play a key leadership role in delivering innovative solutions for our clients. The ideal candidate is a proven Court Technologies Subject Matter Expert with a strong track record in managing the assessment, specification, design, acquisition, and implementation of justice and technology solutions.

The successful candidate will have a combination of hands-on experience, a network of practitioners, analytical and client management skills with an emphasis on successful operational management that helps meet business needs of the client. DUTIES AND RESPONSIBILITIES:
• Lead diverse project teams, manage, and coordinate work activity. Lead regularly scheduled project huddles and meetings, including kick-off and close-out. Provide leadership and energy necessary to motivate company and client staff and achieve goals
• Develop and maintain client relationships. Work closely with all clients in the implementation and coordination of automated systems. Responsible for providing strategic advice for a client’s applications and software solutions
• Develop and write detailed project scope statements (PSS) and work breakdown schedules (WBS). Support negotiation with clients to adjust and amend scope of services, procurement, and budgets
• Establish a project plan and schedule among clients, company technical and project teams. Oversee and coordinate the planning, resources, and direction of work activity and deliverables
• Prepare technical reports, present findings and options to clients, conduct formal presentations of deliverables
• Participate in efforts to co-manage large-scale projects. Act as the subject matter expert focused on public safety communications and operations. Assure quality of project deliverables and client satisfaction
• Provide strategic vision for the projects and related client initiatives
• As required provide a conduit for the flow of information between the solution vendors and the client
• Perform onsite surveys of existing systems and organizations with an emphasis on data-gathering and potential system improvement, cost reduction, and operational efficiencies
• Participate in efforts to hone company marketing approaches to target client bases and research and develop associated materials
• Lead project efforts to integrate with other systems via vendor interfaces
• Coordinate with our business development staff to develop ongoing programs, and proposal statements of work for additional services
• Share and train any technical knowledge and expertise with company peers – exhibit a positive attitude, exchanging ideas, concepts, and processes that create a strong team approach to problem-solving and client solutions
SUPERVISORY RESPONSIBILITIES:
• May directly or indirectly supervise up to 5 employees within the project management team
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws
• Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems
QUALIFICATIONS:
• Bachelor’s in criminal justice or information technology-related disciplines preferred
• 10 years of successful and documented work experience in the assessment, design, and implementation of court technology implementation systems
• 5 years project management experience with proven problem-solving capabilities and experience that includes budgetary responsibilities
• Strong analytical, strategic planning skills
• Experience in managing multiple operational projects simultaneously
• Successful track record with justice, or other government operations and program administration of both IT projects and multi-jurisdictional programs including state, regional, county, municipal, and tribal governments and voluntary boards
• Ability to assess client situations. Identify needs, present concepts, develop specifications and recommendations, and deliver solutions
• Exemplary communications, both oral and written. Writing for proposals, presentations, and technical reports. Exceptional listener. Understanding client goals and how they measure success
• Court operation knowledge, Court Administrator, Implementation of court CMS
• Valid Driver’s License with the ability to drive your own vehicle to client sites and MCP regional office locations
• Advanced knowledge of law enforcement operations, biometric and civil and criminal background check processes and systems, and criminal records management
• Experience with grant application writing to support law enforcement operations
• Demonstrable commitment to industry through participation in national forums, standards and policy setting bodies preferred
• Computer skills required: Accounting Software; Contract Management Systems; Microsoft Office; Project Management Software
