Federal Contracts Specialist (1099/Fully Remote)
About the Role
We are seeking an experienced Contract Specialist with a strong background in Federal Government contracting. The ideal candidate will support acquisition planning, solicitation, award, and administration of government contracts under the guidance and direction of a Contracting Officer.
This position plays a critical role in ensuring compliance, fairness, and efficiency throughout the acquisition lifecycle.
Minimum Experience and Requirements
• 5 years of Federal Government contracting experience related to this position’s service requirements.
• 5 years of construction contracting experience.
• 3 years of architect-engineer (A/E) services contracting experience.
• Ability to obtain and maintain required clearances, including HSPD-12 PIV and ethical clearance (as applicable).
• Strong working knowledge of the Federal Acquisition Regulation (FAR).
• Excellent communication, documentation, and negotiation skills.
Key Responsibilities
Under the guidance, direction, and final approval of the Contracting Officer, the Contract Specialist will:
• Conduct acquisition planning and market research, determine contract type and solicitation approach, and support socioeconomic goal considerations.
• Prepare and issue solicitations (RFPs/RFQs), amendments, and pre-solicitation documentation; post opportunities in the System for Award Management (SAM.gov).
• Review and evaluate proposals/quotes for responsiveness, and assist in source selection and best-value tradeoff evaluations.
• Perform cost and price analysis, support negotiations, and document source selection activities.
• Process contract awards, prepare award documentation, and support announcement and distribution of award packages.
• Provide contract administration support, including maintaining electronic contract files, reviewing payroll reports, and addressing payment or compliance issues.
• Assist with contract modifications, including proposal evaluation, negotiation documentation, and preparation for Contracting Officer signature.
• Prepare closeout documentation to support project and contract completion.
Preferred Qualifications
• FAC-C, DAWIA, or equivalent federal contracting certification.
• Experience using contract writing systems and electronic procurement tools.
• Bachelor’s degree in Business, Contract Management, or a related field.
