Fractional HR Consultant for Multi-Agency Recruiting Company (W2 + 1099 Expertise Required)
We are a fast-growing recruiting parent company that operates several agencies under one umbrella. We manage both W2 and 1099 workers across multiple U.S. states and need a part-time/fractional HR professional with deep expertise in multi-state compliance.
Primary Responsibilities
1. Compliance & Handbook Ownership
• Ensure regulatory compliance across all states where W-2 staff operate
• Maintain and update the W-2 Handbook including state addendums and ensure
receipt and acknowledgement tracking
• Maintain and update the 1099 Independent Contractor Guidelines and ensure
receipt and acknowledgement tracking
• Lead the annual non-harassment / sexual harassment training seminar and follow up certification
2. People Operations Execution
• Issue offer letters for W-2 and 1099 hires
• Coordinate Day-1 readiness with internal admin (email setup, system access,
laptop assignment)
• Maintain employee laptop inventory and assignment log
• Launch and manage Paylocity onboarding packets
• Support performance management — including drafting PIPs and communication
flows
• Upload and execute revised 1099 agreements on a quarterly basis and ensure
receipt and signature tracking
• Lead business review process for 1099s who are being considered for offboard
• Attend 30/60/90 days reviews as needed
• Ensure performance documentation is uploaded to Paylocity documents or placed
in confidential digital employee file
• Answer HR-related questions and address concerns from employees and
contractors
3. Offboarding Stewardship
• Oversee offboarding of employees and contractors
• Conduct exit interviews
• Ensure documentation, hand-backs, access removal, and acknowledgement
forms
4. Operating Cadence
• Maintain HR process hygiene — documentation, naming conventions, templates,
version control
• Provide best-practice HR guidance to leadership
• Meet weekly/bi-weekly with CEO and Corporate Ops to review priorities and health
of HR systems
• Maintain confidentiality of all team and client information
KPIs & Success Indicators
• Clean execution of onboarding and handbook acknowledgements
• No regulatory gaps across states
• HR documentation integrity and version control
• Timely issuance of year-end legal documents
• Smooth offboarding experience for departing employee
