Blues Program CA Looking for meaningful volunteer hours that actually do something for you too? Blues Program CA is a free, state-funded 6-week mental health skills program for teens ages 12 to 19. WHAT IT IS Blues is a psychoeducational program, not therapy. Think of it like a class.
