Proposal Development Lead

We are seeking a Proposal Development Lead to oversee the planning, coordination, and execution of federal proposals. This role is critical to ensuring high-quality, compliant, and timely submissions by bringing together cross-functional inputs, managing timelines, and driving the proposal process from kickoff through delivery.
 
What You’ll Do
 
Proposal Management and Coordination

• Lead end-to-end proposal coordination, from pre-RFP planning through final submission
• Analyze RFP/RFQ requirements (“shredding”) and develop compliance matrices and structured proposal outlines
• Build and manage proposal schedules, calendars, and key milestones to ensure on-time delivery
• Coordinate and facilitate proposal meetings, including kickoffs, color team reviews, and working sessions
• Identify and engage appropriate subject matter experts (SMEs) and color team reviewers
• Track progress across proposal volumes and ensure all components are complete, compliant, and aligned
• Integrate inputs from multiple contributors into cohesive, high-quality proposal submissions
• Apply and use emerging AI tools to develop early versions of RFI and RFP/RFQ responses in collaboration with Corporate Development and Seventh Sense SMEs

 
Content Development and Editing

• Draft and refine proposal content across technical, management, and past performance volumes using SME inputs and prior materials
• Ensure consistency in messaging, formatting, and tone across all proposal sections
• Leverage existing proposal libraries and AI-enabled tools to support content development and efficiency
• Support development of pre-RFP materials such as white papers, RFIs, and sources sought responses as needed

 
Data Management and Research Support

• Support research into contracts, agency, competition and teaming using known industry sources such as GovWin, GovTribe, LinkedIn and other agency specific public information sources for deal qualification and capture
• Collaborate with Seventh Sense leadership to use research data to qualify opportunities with strong Pwin and build successful teams
• Maintain organized proposal artifacts, resumes, and related documentation within SharePoint and/or CRM systems (e.g., Salesforce)
• Ensure version control and accessibility of proposal materials for future reuse
• Collaborate with team members responsible for pipeline tracking and market research to support opportunity tracking and overall BD effectiveness

 
Must-Haves
 

• 3+ years of experience supporting federal proposals in a government contracting environment
• Demonstrated understanding of the federal proposal lifecycle, including RFIs, RFPs, and evaluation processes
• Strong organizational and project management skills with the ability to manage multiple deadlines simultaneously
• Excellent writing, editing, and communication skills
• Experience coordinating inputs from multiple stakeholders and driving projects to completion
• Proficiency with Microsoft Office tools (Word, Excel, PowerPoint) and document management systems (e.g., SharePoint)
• Experience using AI tools to support proposal drafting and content development

 
Nice-to-Haves
 

• Experience leading or managing federal proposals end-to-end
• Familiarity with CRM tools such as Salesforce
• Exposure to Federal Civilian and/or Department of Defense customers
• Experience conducting market and opportunity research using tools such as GovWin or USAspending
