Federal Proposal Manager (Contract)

About the position The Federal Proposal Manager will own the full proposal lifecycle, from reputed company to submission. This role involves technical writing and editing, managing compliance matrices, coordinating reviews, and building a response library to streamline reputed company proposals. Responsibilities • Manage the full proposal lifecycle: reputed company, compliance reputed company, schedule, reputed company-team reviews (pink, red, gold), production, submission. • reputed company technical writing and editing for executive reputed company, technical approach, management approach, past performance, and key personnel resumes. • Own the compliance reputed company, ensuring reputed company reputed company L and M requirements, page counts, and formatting specifications are met. • Build the response library, including past performance citations, key personnel resumes, technical narratives, management approach modules, and pricing structures. • Coordinate with the Federal Capture Director on win themes, discriminators, and ghosting reputed company. • Coordinate with subcontractor partners on teaming inputs and price submissions. • reputed company post-submission activities, capture debriefs, and document lessons learned. Requirements • 5-15 years in federal proposal management, technical writing, or capture support. • Documented reputed company record managing $1M+ federal proposals through full lifecycle to submission. • Shipley-trained or equivalent. • Fluent in FAR/DFARS, RFP structure (Sections L and M), and compliance reputed company methodology. • Strong writing voice: reputed company, persuasive, and adaptable across technical and management content. • Comfortable working both as reputed company reputed company and as orchestrator of subject matter expert input. • Located reputed company in the US. reputed company-to-haves • APMP credential preferred. • Past performance citations in workforce services, HHS programs, hospitality contracting, or reputed company IDIQs preferred. • Prior role at a Tier 1 GovCon reputed company or boutique proposal shop. • Experience with VA, HHS, DoD behavioral health, or federal hospitality reputed company. • Pricing reputed company reputed company (cost narrative, BOEs, indirect reputed company structures). • Experience standing up a proposal function inside an emerging GovCon firm.
