The economic analysis, reporting and leadership you provide will help ensure our state provides Washingtonians with inclusive and equitable services that help people find jobs, have effective employment supports, and bridge gaps in employment. This position has the opportunity to support ensuring increased understanding of inequities in service delivery, program outcomes, employment, and labor markets across Washington. As the Chief Analytics Officer, you will serve as the state’s authority on the labor market and will have the opportunity to impact policy and decision making by the State Legislature, the Governor’s Office, and other state agencies on economic workforce conditions, programs, and services. This position is an important strategic partner in leading the Employment Security Department. You will lead a team responsible for providing economic analysis, reporting, and evaluation for many statewide programs including Unemployment Insurance, Re-employment Services, and Paid Family and Medical Leave. Stakeholder leadership is a key component of this role as you will work closely with the Commissioner’s Office, agency leaders and legislative bodies providing analysis and advice. To excel in this role, you will use your technology literacy, knowledge of data analysis and reporting techniques, and demonstrated leadership to think critically about how ESD delivers services. This includes centering equity and inclusion in economic and labor market analysis to make ESD and many other organizations more effective at supporting historically marginalized communities. You will think about how we collect, analyze, utilize, and communicate data and labor market information. This position oversees the modeling and tax implications of the Unemployment Insurance trust Fund ($5 billion) and the PFML Trust Fund. The Chief Analytics Officer is also accountable for federal reporting and cooperative work agreements that are tied to millions of dollars of agency funding. In addition, you will also oversee the annual DATA budget totaling $7.5 million, which funds 65 full time employees. More of what you will do: • Champion and lead labor market, economic, and program information gathering and reporting strategies for the state. • Represent the agency and state on high-profile economic and workforce issues, including direct responsibility for the design, development and maintenance of the employment-related measures and indicators for the Governor's Results Washington initiative. • Advise the Commissioner and Executive Leadership Team, identifies key decision points to shape the strategic policy for the agency and works with the Legislative and Executive Operations Director to develop materials and brief the Governor, Legislature, Congress, and other key stakeholders. • Develop a culture of learning, growth, and belonging in the division you lead. • Conduct high profile, precedent-setting work collecting agricultural wage and practices information used by the US Department of Labor to set wage and practice standards for the federal agricultural H-2A guest worker program Lead innovation efforts related to economic analysis and reporting including serving as a project sponsor for key strategic projects.
